MENA Consultancy - Research Into Rape Laws In MENA

ABOUT US

Founded in 1992, Equality Now fights for the protection and promotion of the human rights of women and girls around the world through legal advocacy. Working with grassroots women’s and human rights organizations and individual activists, Equality Now documents violence and discrimination against women and mobilizes national and international action to support efforts to stop these abuses. The organization’s work is focused on four main program areas: Legal Equality, End Sexual Violence, End Harmful Practices, and End Sex Trafficking.

With presence in the US, UK, Amsterdam, Lebanon, Kenya, India, Georgia, Equality Now has a staff of 48 and is governed by a 10-member US Board of Directors, a 5-member UK Trustees group, and a 6-member Africa Board.

The organization had an ambitious 2017-2021 strategic plan which resulted in enhanced presence and work in MENA, Eurasia, and LAC regions.  In 2020, in response to the pandemic, we restructured the organization to become a dispersed organization.  The organization will be embarking on a strategic refresh  (2022-2024) this year. Current priorities include expanding programs in MENA, the Americas, and Eurasia as well as capacity building with an emphasis on development and communications activities. The 2021 budget is $8.9 million.

CONSULTANCY DESCRIPTION

Equality Now would like some assistance with research into laws on rape in the MENA region.  We will be asking you to:

  • Briefly describe the context of sexual violence in the region and provide statistics where available
  • Briefly describe the different legal influences operating in the region and the way this might have contributed to trends in sexual violence laws
  • Analyze the sexual violence laws in 22 jurisdictions of the Arab League based on a short structural outline provided by Equality Now
  • Undertake more in-depth evidenced analysis including from key stakeholder interviews on how the law is used in relation to 3-4 designated countries.

Your work should be submitted in Arabic, but candidates with good English capacity would be preferred particularly with respect to any follow-up questions.

  • Your relevant experience in the areas specified both in terms of subject matter (law and sexual violence) and in terms of geographical reach.  If you are an organization, please also state the specific experience of the staff who will be involved. 
  • The time you would need for delivery.
  • The cost/budget for your work in US$.  This should include with respect to reasonable follow-up questions.
  • Please provide 2 references of your work and include examples of similar previous work you have undertaken.

Equality Now will evaluate bids based on quality and value for money.  Work is expected to commence in September.
